With the ALTER DISKGROUP statement, you can bring all disks in a disk group or disks in a particular failure group offline using the OFFLINE DISKS clause. In this scenario, you include the IN FAILGROUP clause because you only want to offline disks in a specific failure group, fg1. The DROP AFTER clause specifies the time that should elapse before ASM drops the disks. In this scenario, you want ASM to drop the disks after an hour has elapsed, so you would specify DROP AFTER 1h.
